2026 Water Conservation Rate Proposal
April 29, 2026 the district will hold a public hearing at 6:00 p.m. at the Uintah Conference Center, located at 313 E 200 S in Vernal Utah 84078, Split Mountain Room #3. The topics will include drought conditions, allotment amounts, restrictions, drought condition rate structure, & rate and fee modifications.
Below are the proposed rates and fees.
Rate Structure under Normal Water Conditions
Residential Water
$30.00 for 6,000 gallons

Drought Condition Rate Structure
Phase 1
Normal Water Conditions. This phase is ongoing and the default rate structure for the district. Staff will provide water conservation information to the public and monitor and report annual use.
Trigger
There is no specific trigger for implementing this phase. It will be on-going and the default rate structure.
Phase 2
Cautionary phase during which the public will be informed of drought conditions and projected water supply. District will use messages on its website, billing notices, and other avenues to increase public awareness.
Trigger
Snotel reports indicating the basin is less than 100% of the peak median on the calculated peak day of the year.
Phase 3
District imposes conservation rate 1 as described below to encourage water conservation. District will use radio, newspaper, digital media, and billing notices, and district website (ashleywatersewerut.gov) to inform customers of the date of implementation for the new rate.
Trigger
If the Basin falls under any of the following 3 conditions.
- Red Fleet Reservoir storage is less than 10,000 Acre Feet. This includes M&I rights, conservation pool and dead-pool.
- State of Utah declares either a “State of Emergency” or any other form of drought conditions with needed conservation efforts.
- Snotel’s “snow water equivalent” report is less than 50% of normal for the Basin.
Phase 4
District imposes 2026 Conservation Rate as triggers are met as defined below. District will use inform customers with all forms of communication available with the date of implementation for the new rate. District may also implement mandatory outdoor watering restrictions with fines for those that violate the restrictions.
Trigger
If the Basin falls under any of the following 2 conditions.
- Steinaker Reservoir doesn’t reach 34,955 Acre Feet active capacity by Memorial Day.
- Red Fleet drops below 7,000 AF total capacity.
- Any scenario where UWCD’s infrastructure is unable to meet delivery requirements.
- Voted on and implemented at any public meeting of the board.
Phase 5
District imposes 2026 Emergency Restriction Rate as needed.
Trigger
- If any outdoor mandatory restrictions are implemented.
- State of Utah declares outdoor watering restrictions
- Local State Engineer or River Commissioner declares mandatory watering restrictions
